Car dealers should be following http://cars.gov and the advice for their franchise on how to register and participate in the NHTSA CARS  program.   The CARS.GOV website is the only official government website for the program. 

This website is independent from the CARS program and is a consumer facing website to help consumer locate a new car dealer that can offer them a great price on a new car if they do not qualify for the CARS program.
